This is the same problem i faced when i wanted to Install the Silverlight Tools for Visual Studio 2008.
This is mainly because you dont have the SP1 for the installed version of Visual Studio 2008. So please install that first.
I am not sure whether you are using any express editions, but i did try and re-install the same with Visual Studio 2008 Professional edition and I was able to get through the installation process.
The second error is due to the security update that got force installed on your machine. Please tell me whether you were able to get through the installation or not.

Did you ever have Silverlight Tools Beta 1 installed? It had an issue which blocked the SP1 installation; the SP1 cleanup tool will
remove KB949325 in order to allow VS2008 SP1 to install.

How did you get to having 9.0.30730? Your VS version should either be 9.0.21022 (RTM) or 9.0.30729 (SP1). Do you have VS SP1 installed successfully right now?

I'm having the same problems. My XP's a fresh install. SP1 update was a success. VS works fine on version 9.0.30729.1 SP. I can't install VS Tools for Silverlight 3
