Can you try removing any current installations of the Silverlight runtime and try again? It sounds like there is something wrong with your runtime install, which is blocking the rest of the Silverlight Tools installation.

Fatal error during installation

For up grading to serverlight 2,
step 1: I removed all the softwares related to silver light 2 beta 2
step 2: Updated VS 2008.
step 3: I installed sp1.
Step 4: Installing Silverlight 2 tools
while installing Silverlight 2 tools , I asked for silverlight.msi file then It is showing Silverlight Tool Installation Wizard as
"Installation failed " -- "Fatal error during installation"
and I am unable to install Silverlight Tool
Can anybody can tell me, how to solve this issue.

*Extract Silverlight_Tools.exe (released version)
-> Install VS90SP1-KB956453-enu.msp
-> Install silverlight_sdk.msi

I had the same issue. I got it fixed by uninstalling the beta 2 version of Silverlight and proceeded it with the new installation. It worked !
