When trying to upgrade using a patched administrative point, I get a 1638 error. Upon examining the msi with Orca, it appears to point to supporting files with an version number smaller than what was previously installed. For example, it shows mscorlibDLL
at 5.0.10411.0 (notice the 1 is missing). The prior msi shows it with a version of 5.0.61118.0. Is something not right with this latest version?

Are windows updates enabled on the workstations. If yes, then the silverlight patch would already have installed on your workstation.

Please check to see if Silverlight has already been installed on the computers you get the error on.
As Herman says, the update may already be installed.

No, updates are not turned on, it is still showing the previous version installed on those computers, 5.0.61118.
