It is possible to do, but not practical. Implementation would be complex and performance most likely quite poor. Beryl wobbly windows made possible with help of 3D acceleration not supported in SL3. If you want to learn more google soft body or cloth simulation.
nVidia site should have something on this subject as well.

Wobbly Window effect
Aug 09, 2009 05:13 AM | LINK
Hi All,
I was watching the Mix drag behaviours and was wondering if this could enabled to show Beryl like wobbly windows.
I seen a somewhat similar effects on bottom of this post like http://www.shinedraw.com/animation-effect/silverlight-vs-flash-resilience-rectangle/ or http://www.gleblanc.eu/Blog/post/PlaneTransform.aspx (bottom animation) but not a drag image or window. Does anyone have a sample?

I was thinking phyics library like http://chriscavanagh.wordpress.com/2008/06/24/silverlight-soft-body-physics/ but that is proably overkill.
Anyway kind got the effect i wanted using just contentcontrol with an animated path.
