Probably are you saying you are prohibited to download exe files in your network? If that is the case you must make a way to get the needed files externally or try uploading files else where as zip files and then download them...

Definitly we dont face your situation. Even if it loads it doesnt for so long. Ensure you have enough RAM and configuration. And also check whether have installed toolkit and other files. I am sure this should be the case of memory which is up to you. Whats ur configuration though?

Make sure you have installed Silverlight tools/SDK/Toolkit with the latest versions.

I cant guarantee you that the current ebooks would teach you completly but I would recommend following blogs which will give you the current and latest information.. So my best bet would be to reach out as many blogs as you can and find out the techniques that you would need to make you application.

You can still work it out with Blend to get away with such an effect. You shuld look at basic animation techniques (tweening,masking etc) using blend and then figure out a way to achieve your task. using "behaviours" wherever needed can simplify the task so you should also cover that area of blend
