Since Blend 1 (and when it was still Interactive Designer), I've never been able to select multiple keyframes, other than using Shift + Click on them one by one, its definitely an issue.

Firstly, do you have Expression Blend September Preview Installed? I'm not sure if there is Silverlight support for Blend 1.0.
If you still can't create a Silverlight Javascript project, download the september preview, install it, add a new project, and you would see Silverlight (Javascript) is one of the options.

There are a few sample controls that could be downloaded here, that is bundled together with the Silverlight SDK 1.1 Alpha Refresh, instructions on how to use these sample controls in detail are included in the readme file.

I've tried before using Expression Design to add the "Drop Shadow" and "Outer Glow" effects to a created vector image, and tried exporting them to a Silverlight Project opened in Expression Blend.
Unlike WPF applications, these bitmap effects aren't supported by Silverlight, and I doubt they'll be including it in ...
