I have finally solved the problem.
The trouble has troubled me in trouble for 4 days.
1. Removes Silverlight 2.0.
2. Installs Silverlight 2.0 Developer
note: download it from http://go.microsoft.com/fwlink/?LinkId=127693
3. Install Silverlight_Tools.exe

I have been crazy as the problem for a whole day. and I finally found out a reason. the installer tries to download some Exe files failed due to our company has disable any Exe file to be downloaded.
