Does install fail saying that your CPU is unsupported (if you click more information when install fails, does it go to a page that says SSE support is required)?

FYI http://en.wikipedia.org/wiki/Sempron shows all Sempron CPUs had SSE support. The Sempron was based on the Athlon XP (which was introduced in 2001) which was the original AMD CPU to add full SSE.

The Sempron 3400+ should have SSE support.

Do you have exactly the same problem in terms of symptoms (you can't install) or exactly the same problem meaning that the exact same error shows up in %temp%\silverlightmsi.log?
The SilverlightMSI.log at the top indicates that either the downloaded installer is somehow corrupt or more likely the MSI database has some stale registry keys ...
