Everyone has to sign that license if they want a ribbon in their application. This applies whether it's a Divelements ribbon, a ribbon from some other third-party, a Microsoft ribbon implementation or you roll your own.

Hi Phil, this is prohibited not by SandRibbon but by the Microsoft Office UI license you have to sign to use any ribbon product. I have no doubt it could be achieved by retemplating or just using selected portions of SandRibbon!

You cannot do this in Silverlight. Even in a WPF XBAP, you'd need to grant it full trust. The reasons for this should be obvious.

I suspect your website is not going to convince Microsoft to push Silverlight any harder than they are already doing. Several members of the team hang out on these forums so chances are they've already seen, or will soon see, your request.
