A number of customers have run into this error when running the Silverlight Tools Beta 2 installer.
The installation faills with the following in the installation log file "%temp%\Silverlight Tools Uninstaller for VS 2008 RTM Patches_20080609_071518999-Msi0.txt". Note: the "20080609_071518999" portion of the file name will be different for each run.

failed with 0x80070643 - Fatal error during installation. :

PerformOperation on exe returned exit code 1603 (translates to HRESULT = 0x80070643)
The workaround for this error is to manually uninstall KB949325 from Add and Remove Programs. Note that when this error
occurs you will be prompted for VS media during the uninstall.

To get past this error proceed with the workaround.
For Vista:
Open Uninstall a Program from the Control Panel
Click 'View installed updates' in the task bar on the left
Remove KB949325 (it will be listed under your version of Visual Studio 2008)
Provide VS media when prompted
For XP systems:
Open the Add/Remove Programs dialog from the Control Panel
Click 'Show updates' at the top of the window
Remove KB949325 (it will be listed under your version of Visual Studio 2008)
