I had a previous version (WPF/E Feburary 2007 CTP) which I removed and rebooted. I cannot find any other instance that could conflict. I have tried both the 1.1 alpha and 1.0 beta and they both end with the 1500 error. I'm running WinXP Pro Version 2002 SP2.
1500 indicates your install package was somehow corrupted. It's odd you would get this on two different installs. I suggest downloading them again. If it still fails I'd be interested to see the md5 for the files. I'd expect:
The MD5 hash isn't stored anywhere in the package, which was kind of the point. I am assuming your installer is somehow corrupt, and therefore just reading off the signature is probably not useful. Something that will generate a MD5 hash should be easy to
find (here for example http://www.fourmilab.ch/md5/ ), but if it easier for you to generate a SHA1 or some other one then do whatever is easiest.
I do have "Visual Studio 2005 extensions for .NET Framework (WCF & WPF), November 2006 CTP" installed. I don't recall this being called out as a conflict, but is it?
Yes, I am connected to the network. I'm at a corporation, so there is a proxy for web traffic. I'm not sure about DNS. It seems to me that it doesn't resolve names outside of the perimeter. Of course, the proxy is using a different name server.
Where is the request going to? If it isn't a web request, can I pop something in my hosts file and give that a shot?
I ask specificaly about IE because the proxy settings there are used throughout the OS for HTTP communication such as checking certificate revocation lists. If you are not able to contact microsoft.com, the installer may not be able to verify the validity
of the Authenticode signature.
I can 100% access http://www.microsoft.com Thats how I downloaded the installers. I go there often and to msdn. It has never been a problem in the past. It handles the genuine advantage stuff just fine.

Where is the MD5? The cabs were signed with sha1 and RSA encryption.

Were you connected to the Internet while you were installing? The signature verification check can require going online.
edit: And that shouldn't be a conflict, but even if it were, it shouldn't cause this error.

If you open Internet Explorer, are you able to access http://www.microsoft.com?
