It's been broken since I started using this site. Perhaps its a problem with my system?? Clicking on Learn navigates to Community, etc.

I clicked through the menu items and they all brought me where i expected. Perhaps there's something happenning that's specific to your browser setup.
What browser are you using and what version is it? What OS are you running? Also, have you installed Silverlight, and if so which version?

I think I'm using SL 3 beta.
It looks like a Firefox issue. I'm using Firefox 3.0.1.
The white up-arrow indicator moves to the selection to the menu item to the right of the one the mouse cursor is over.

I was using IE8 with Silverlight 2 and all was well.
I fired up FireFox 3.0.10 (still with SL 2) and everything was still working for me (the up arrow always points to where my cursor is hovering).
Then I upgraded to SL 3 (3.0.40307.0) and restarted my browsers - everything still working for me in both IE and FireFox.
I'm at a bit of a loss as i just can't duplicate this. If you right click the site menu, you should find a silverlight configuration option. This will tell you the exact version of Silverlight you're running. Is yours different than mine?

I'm running the same version of SL 3 as you. I just tried it from my work computer and it appears to work so it must be something on my computer. I have no idea what since I'm running a pretty basic config. Maybe someone else will comment.
Regards,
Sam
