I am currently running VS 2008 SP 1 and have un-installed everything Silverlight. I downloaded Silverlight3_tools.exe and I am getting a Windows Installer error.
While installing the Silverlight 3 Developer Runtime I get a Windows Installer window that says "The feature you are trying to use is on a network resource that is unavailable." In the "Use Source:" drop down it lists "C:\temp\ext37558" (which is not on my hard drive). I then browse to the temporary folder that the installer placed it's files and point to "Silverlight.msi". After "Accessing the feature..." appears, I come back the the same message.
I have also tried downloading the Developer Runtime seperately, with the same results.
I'm at a lost as to how to get this installed. Please help.

I'm having a similar problem, not having too much luck with the windows dev environment.
anyway, mine is searching in i:\ec176f6f08248e62f00620ff4a\, the HDD I:\ does exist however the folder does not, I've noticed that windows update has been trying (and failing) to install some updates to silverlight for a while. (code 64C: windows update encountered an unknown error)
Previously (yesterday) I had VS 2008 sp0, which had a bug in it which prevented me from previewing pages, there was a fix for this bug with VWD but not VS 2k8 sp0. http://forums.asp.net/t/1006588.aspx?PageIndex=3. so I decided to install VWD to get around this and save myself some hassle.
I then fell into this trap: http://forums.asp.net/t/1326254.aspx?PageIndex=1, where you need to update VS 2k8 sp0 to VS 2K8 sp1 before you can install VWD, you cant upgrade to sp1 because of a VS module that somehow faultily installs with office 2007, so you need to uninstall office 2007 & VS 2008 first but the installers doesn't work
so you have to follow this guide http://support.microsoft.com/kb/928218 to uninstall office 2007,

after a long day and much frustration I finally have VWD installed (though I'm now lacking in VS 2008 and Office 2007, maybe I'll go back a version) maybe some of the above is relevant to why silverlight isn't installing?
one other thing of note is I run Windows 7 professional.

I have VWD installed, running VS 2008 sp1 on Windows XP.
I do have VS2010 beta 1 installed, but I can't see how this would prevent the Silverlight installer from finding a file it needs. I'll try uninstalling VS2010 and see what happens.
So did you ever get SIlverlight installed?

Unfortunately I haven't managed to find a solution to why silverlight wont install. Something I just tried was to uninstall silverlight which also fails, it comes up looking for the same imaginary network resource. didn't go so well, followed the instructions on how to manually remove silverlight. This went a little wierdly,
the installer cleanup never shows me a list of files that can be removed, then there doesnt appear to be a key HKLM/Software/Microsoft/Silverlight on my computer however still managed to get the install files.
now trying to install silverlight tools again I get a message looking for the silverlight.msi again, however when the file is found with browse I get: The file "xxx/silverlight.msi" is not an installation package for microsoft silverlight. Try to find a package 'silverlight.msi' in a folder from which you can install silverlight.
pretty wierd message, anyway I then tried moving the msi to desktop and that didn't work either so now I'm out of ideas for what to try...
EDIT: Going to try something new, just gonna install each msi / exe manually from the download folder.

Removing VS 2010 didn't help either.
I was hoping someone from Microsoft would chime in here, but I guess not. This is suppose to be the support forum for Silverlight, isn't it?
This is making it difficult for me to develop Silverlight applications. :(

Hi Media8slayer,
To install Silverlight, please make sure your computer can connect to the internet well and remove the previous version. We suggest you right click on Silverlight3_tools.exe and choose "Run as administrator". By default, when we click to install, it will first exact the installation file to a specific location, you'd better copy it to another place and run it manually. By the way, before we do this, we suggest you use Winodws Update to update your system. Thanks.

Well, I did all that...
I cannot install either the Silverlight 3 development tools or Silverlight without development. If I try the Silverlight without development, I get a message that says I need to install the developer version.

I am dead in the water. I sure hope you Jonathan or someone at Microsoft is taking this installation problem seriously. In my case I do not have the benefit of struggling with this problem. Do you have "Plan B" to take us back to 2.0? As I sit here I can't even see the Silverlight videos. It wants me to download 3.0 which I did and now I get the error that I cannot install it because it already is installed. So I fell into the trap of trying to uninstall it - and have been washed up on the beach - now lost and watching my development project flounder.

I have the same problem. I cannot install Silverlight, which means I cannot visit any Silverlight enabled site.
Rebuilding my computer may fix it, but I don't want to go there.

Is your network ok? When execute the installation without the network support, it will be failed with a long time pause. Has sp2 installed on your computer? Did you install the previous version before? If yes, we'd better remove all the Silverlight related components.

I hope someone at Microsoft is paying attention to this.... I posted previously but to elaborate....I had installed 3.0 previously and downloaded the Expression Studio 3.0. Everything was fine. Suddenly I started getting the download Silverlight window showing up. I can't uninstall it either. I am stuck.

Make sure you're connected to the internet and try with Firewall disabled.

Sorry for the inconvenience. Not like Silverlight feature issues, the installation related issues are mainly raised by your system environments. Therefore, we cannot reproduce it with specific steps. Thus, based on my experience, the normal way is to do the remove-reinstall etc. When we try to visit a website, which is written by using Silverlight 3, with previous Silverlight plugin installed, it will prompt you to install. In this case, we need to remove the Silverlight related and reinstall them manually by following the steps.
To manually remove Silverlight, please follow this article. Also, you can get the error code here.

I'm starting to wonder if you read the thread before making a post. I'm tired of you asking questions that have already been posted!
The install is on my local machine, not on a network. Network should not be a factor here. If the error told me exactly what it was looking for, then that would help.
Yes, I had Silverlight 2 installed. Yes, I removed it.
Can I have another support technician look at this issue?

I'm connected to the Internet, how would I download it if I wasn't? I am behind a company firewall. If the install uses a call to the Internet, it could get blocked. Any idea what the call would be and I can test it.

Well I hate to say that I now get the Install Silverlight 3 windows now - again - after reinstalling it. So when I go through the steps of downloading it, and installing it - I get the error again - that Silverlight is already installed.
So now this issue has grown into a repetitive problem. Something is corrupting the installation after it is successfully installed and run a number of times. Then when you go to a page that uses Silverlight, you are prompted to download it again. The issue is not just how to reinstall it - but to identify what is corrupting it and how to prevent that from happening.
And of course this brings my development work to a screeching halt once again.
