If desktop version of your application is a hard requirement then Flex is the only viable choice. Flex is also more mature application/platform, altho AIR is quite new.

&lt;p&gt;You can write in Your Languages Like C# ,Vb e as well as Other Language like Ruby etc(I am not much aware of this one but you can check DLR Support).&lt;/p&gt;
&lt;p&gt;Actually client will be having a Plugin (Silverlight Plugin) in his machine so no need to develop that in Javscript only..&lt;/p&gt;
