&lt;p&gt;I&amp;#39;ve resolved this problem too.&lt;/p&gt;
&lt;p&gt;After a analyse of procmon&amp;#39;s log, I found my user doesn&amp;#39;t have rights to access the following two registry key:&lt;/p&gt;
&lt;p&gt;HKEY_CLASSES_ROOT\AgControl.AgControl&lt;br /&gt;HKEY_CLASSES_ROOT\AgControl.AgControl.1.0&lt;/p&gt;
&lt;p&gt;okay, I enabled the &amp;quot;Admininstrator&amp;quot; account, login and start regedt32.exe with administrator&amp;#39;s privilege, change these key&amp;#39;s owner as &amp;quot;Administrators&amp;quot; and assign full rights( In this step, it shown a lot of no right errors and i was confused, but at last the rights added successful -_-|| ).&lt;/p&gt;
&lt;p&gt;switch to current using user,&amp;nbsp;either the regsvr32 or the installation is ok!&lt;/p&gt;

&lt;p&gt;Yes, I do think it is caused by my os&amp;#39;s problem. When I install other ActiveX plugins, such as net bank&amp;#39;s control, it was denied also, and I had use procemon to discover the key from a mess of log, and manually modify the rights.... orz&lt;/p&gt;
&lt;p&gt;I think JMSteele and I am facing the same problem, in a word -&amp;nbsp;&lt;strong&gt;Proper rights should be provided when starting CMD.exe or batch&amp;nbsp;with Administrator&amp;#39;s privilege. But in some os, it did not, so it causes register dlls or something else failed. &lt;/strong&gt;Any evolve to this problem please share with us. :)&lt;/p&gt;

&lt;p&gt;As mentioned by Daniel, the Wow6432Node entry in the registry is&amp;nbsp;for 64-bit systems, which is why you can&amp;#39;t locate it.&lt;/p&gt;
&lt;p&gt;I&amp;#39;d take Daniel up on his offer to help you solve the problem. &lt;/p&gt;
&lt;p&gt;As a side note, although I did resolve the Silverlight issue as detailed in my earlier post, in the weeks following I had very similar&amp;nbsp;troubles&amp;nbsp;installing other&amp;nbsp;applications; in each case the problem was tracked to&amp;nbsp;incorrect or missing permissions for&amp;nbsp;Wow6432node entries. This occurred even though all my overall permissions were configured properly. (The problem started for me, it seems in retrospect, in the aftermath of an update for&amp;nbsp;Net 3.0 from Microsoft. I&amp;#39;m not sure of that, but given the timeframe of my problems and the fact that there were&amp;nbsp;reports of&amp;nbsp;ACL problems caused by that particular update, I&amp;#39;m leaning in that direction.)&lt;/p&gt;
&lt;p&gt;In the end,&amp;nbsp;I couldn&amp;#39;t resolve the problem, so I opted to reformat and reinstall the OS rather than go through the nightmarishly tedious process of manually registering dlls and reconfiguring permissions, etc for nealry every app I installed. No similar problems as of yet, thankfully. I&amp;#39;ve yet to figure out what caused the whole permissions mess, but all the hours logged in the Google trenches revealed that there are many Vista users &amp;nbsp;(mostly those using 64-bit systems)&amp;nbsp;suffering the exact same problems.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;Wish I could have been more helpful. Here&amp;#39;s hoping you find a resolution to your problem.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;1.) Ok I&amp;#39;ve removed any old WPF/E CTP&amp;#39;s and SDK&amp;#39;s and then rebooted (and lots of reboots after steps to just make sure).&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.) I ran ie7 (32bit and 64bit)&amp;nbsp;as &amp;quot;Run as Administrator&amp;quot; and normal and installed the 1.1 alpha silverlight.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3. ) I&amp;#39;ve Checked my registry for the below entries and found nothing but 0.9 listings&lt;br /&gt;HKCR, Typelib\{283C8576-0726-4DBC-9609-3F855162009A}\0.8&lt;br /&gt;HKCR, Typelib\{283C8576-0726-4DBC-9609-3F855162009A}\0.8.5.0&lt;br /&gt;HKLM, SOFTWARE\Classes\Typelib\{283C8576-0726-4DBC-9609-3F855162009A}\0.8&lt;br /&gt;HKLM, SOFTWARE\Classes\Typelib\{283C8576-0726-4DBC-9609-3F855162009A}\0.8.5.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.) I checked IE7&amp;#39;s Tools\Enable/Disable add-ins\&amp;nbsp;&amp;nbsp;and found agControl Class listed in &amp;quot;Add-ins that run without requiring permission&amp;quot;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I do not see it listed in the Add-Ons currently loaded in internet explorer however...I&amp;#39;m not sure if it should be though.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&amp;nbsp;5.) I ran the command prompt in Administrator Mode and then&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; tried C:\Program Files (x86)\Microsoft Silverlight&amp;gt;regsvr32 npctrl.dll and I get a 0x80070005 Error (permission denied)&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6.) I&amp;nbsp;gave myself full&amp;nbsp;permissons on&amp;nbsp;npctrl.dll&amp;nbsp;and still no luck (changed it back to normal after).&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;7.) If it matters I am only installing the 1.1alpha just to make sure no 1.0beta stuff messes up the tests.&amp;nbsp;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;I have however had the same issues witht he 1.0beta in tests as well&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;8.) I turned off UAC and tried the whole test process again...still with no luck.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Maybe this post will help others with differnet problems, but just to cover any simple answers and or questions I have done everything listed in fixes and then some...any help to get Silverlight to work on ie will be greatly appreciated!&amp;nbsp;&amp;nbsp; Thanks in advance.&lt;/p&gt;
