i have installed vs 2008 express edition
silverlight sdk & silverlight tools
can Microsoft.windows.control.datavisualization.dll be added to vs 2008 express edition
as it is giving error could not load system.windows assembly when i add dll as reference,
neither can i add to the toolbox
any help?

Yes you should be able to. Maybe these steps will allow you to add it to the toolbox
