I'm looking at Expression Encoder Help and not seeing how to encode multiple bitrate streaming (not progressive) files. I'm assuming that its possible just like it is with Windows Media Encoder V9.
Where should I look?

Do you want to get different bitrate streaming by one operation? If I have misunderstood you, please feel free to let me know.
Currently, we cannot set different bit rate on the same video. However, we can import the same video twice and set them with different bit rate. For the usage of Encoder. Please take a look at these videos.

Yes... Just as I would encode a multiple bitrate streaming file using Windows Media Encoder.... so that the media can "self adjust" delivery bitrate based on User connection quality and/or INet network status.
That said, I might be better off encoding multiple versions of the same file and delivering the one most appropriate to User connection quality based on an eval of their connection. I don't see anyway to get that information within Silverlight's object model though... I'm thinking I will need to use the Browser?... but then I get into cross browser problems.
Advice?

Actually, we need to get the different bitrate videos and IIS 7 has Smooth Streaming to achieve your goal.

Expression Encoder 2 SP1 can encode at multiple bitrate and also supports Smooth Streaming generation. The latter is only in the commercial version though, not the trial,
