dosn't answer my question. it's all about uploading contents not real-time streaming.

The Silverlight Streaming service (http://silverlight.live.com) is about on-demand progressive streaming, not live streaming. You should check out the Video and Media forum (http://silverlight.net/forums/20.aspx) for live streaming questions.
