1. Does the Silverlight plugin require some sort of licence?
2. Can we distribute the Silverlight.exe within our msi?

1) you do not need to have a license to release a silverlight app. If that is what you are asking
2) there is no redist license for silverlight. The users have to install silverlight from the web
