Cant create Silverlight Project

I am currently following an on-demand tutorial on Silverlight, and I have to create a Silverlight project, but I get an error in doing so.

 "Access to path 'C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE\ProjectTemplatesCache\VisualBasic\1033\SilverlightProject.zip\TestPage.html.js' is denied.

Even in C# i get the same error.  The files are there, but I dont understand why I'm being denied access (I am admin).  Is there something not installed or set somewhere?  The Microsoft Silverlight site says i'm running version 1.0.30401.0.  Should I move up to the beta?

Thank you Allen.  I actually didnt have something installed.  I will keep that link for reference in the future
