It seems that the new post should show up, but it doesn't appear that it does... Is this a known issue?

It is likely just a slight delay in Community Server updating the cache, or waiting for a cache timeout.

Whichever, it doesn't seem particularly good for a forum to behave in that manner.

RogerGu is correct. At times the cache is a few seconds delayed. However, for the most part, posts/replies are instantaneous.
