I only have Silverlight Project and Silverlight Class Library templates in my VS 2008.
From where can I find or download the Silverlight Application template?

Which version of Silverlight VS tools you are using ? 2.0 or 3.0
If you are using SL 3.0 then you will get Silverlight Application template by default and also have "Silverlight Navigation Application"
You can Install RIA service that will add another template called "Silverlight Business Application"

Make sure you have installed Silverlight tools/SDK/Toolkit with the latest versions.
