I have installed Silverlight3 tools.. and I am using Visual Studio Team System 2008 with SP1
after installing Silverlight3 tools, my XAML preview not working and also in Blend ..
How to fix this?

This is by design. Silverlight team has removed the design view in Visual Studio as it is not in much use. It will be there with full support with the launch of Visual Studio 2010.

What about the Expression Blend 2 ?? why design mode not working there??

You need Blend 3 for Silverlight 3.
