I mean does it behavior as the "popup" and managed by browser's popup blocker?
Does it have the behavior that when loss focus it will close itself?

No; it's a very primitive control that exists simply to show certain Silverlight elements/controls above all the normal element/controls in the app. The browser doesn't know anything about it and it won't disappear upon loss of focus.
is Silverlight Popup just a normal control..
